USDA Expands Cotton Crop Insurance Options For 2027

LUBBOCK, TX – Cotton producers could have more flexibility to combine crop insurance protections in 2027 under a new USDA action announced as part of the Great American Cotton Plan.

USDA’s Risk Management Agency says producers will be allowed to purchase multiple endorsements on a single crop insurance policy for the 2027 crop year. The change will apply to cotton and other eligible crops.

The department says the expanded flexibility builds on crop insurance changes enacted in 2025 that increased affordability and removed restrictions on some coverage options. The goal is to give producers more ways to manage production and revenue risk.

USDA has not yet released the final list of endorsement combinations or specific eligibility rules. Those details will be provided to approved insurance providers and crop insurance agents by November 30, 2026.

For cotton growers, the practical value will depend on which endorsements can be combined and how premiums and coverage interact under the new rules.

Farm-Level Takeaway: Cotton growers may have more ways to combine crop insurance protections for 2027, but final details are still pending.
